Took the 3rd Grade ELA STAAR

PASS initially supports students based on performance on the Grade 3 English Language Arts STAAR assessment for the 2025-2026 school year.

Did Not Meet Grade Level

Current 4th graders who received a "Did Not Meet" performance level on the Grade 3 ELA STAAR may qualify for a PASS tutoring account.

Getting Your $400 PASS Tutoring Support Is Simple

1. Create Your PASS Account

Visit the Texas PASS portal and create your parent or guardian account.
You can create your account so you're ready when applications open.

2. Apply for PASS Funding

The PASS parent application opens September 1, 2026.
Complete the application and submit the information needed to verify your student's eligibility.

3. Receive Your PASS Funds

Once eligibility is verified, approved families receive $400 in tutoring support in their PASS account.

4. Choose Tutoring Support

Search the PASS Tutor Marketplace for participating providers and choose DrHomework.

Signing Up For Dr. Homework Tutoring Is Simple

1. Fill Out the Intake Form

Click "Sign Up for Sessions Now" and complete the intake form with your parent and student information to register for the program.

2. Wait for Confirmation

Within 24 hours, you will receive an email confirmation containing your dedicated parent and student login credentials.

3. Log In to Your Account

Once you receive your confirmation email, use the provided credentials to log in to the secure Dr. Homework parent and student portal.

4. Create Your Sessions

After logging in, navigate to the scheduling section to select your preferred schedule and book your online tutoring sessions.

The PASS program is a $400 online grant for parents/guardians of 3rd grade students enrolled in a Texas public school. Parents/guardians of eligible students will be able to set up an online account to choose approved tutoring services that support reading growth.

PASS provides a $400 grant for each eligible student.

To qualify for the PASS program, a student must meet the criteria below:
  • The student is currently enrolled in a Texas public school.
  • The student scored “did not meet grade level” in reading on the 3rd grade state assessment. “Approaches grade level” does not qualify.
Students must remain enrolled in a Texas public school throughout the entirety of the grant period. If, at any point, the student is no longer enrolled in a Texas public school, the student will no longer be eligible for the PASS grant funds. Parents/guardians should notify the PASS team if their student is no longer enrolled.

The application for the 2026-2027 school year will open on September 1, 2026. This will be for eligible students using the results from the 2025-2026 school year assessments.
